SA:Rann to step down on October 20

ADELAIDE, Aug 8 AAP - South Australian Premier Mike Rann will stand down on October
20, leaving premier-in-waiting Jay Weatherill more than two months' wait to take charge
of the ailing Labor government.

Mr Rann told reporters on Monday he was leaving earlier than he had intended, revealing
for the first time that he had planned to stay on until March next year, midway through
his government's third term.

He was forced to change those plans after details that were leaked more than a week
ago revealed Labor's factional bosses had agreed Education Minister Weatherill would replace
him.

The deal is likely a compromise between Mr Rann, who had insisted he would choose the
timing of his own departure, and those in the ALP who wanted to force him out immediately.

Labor's state convention, originally scheduled for early October, will now be delayed
until after Mr Rann steps down.

But parliament will sit again in September and the opposition is certain to use the
opportunity to lambast Mr Rann as a lame-duck leader.

The premier said he still believed there was no pressing need to make the change to
a new premier, with more than two years to go to the next state election.

But he said after details of his meeting with party powerbrokers were revealed, continued
speculation over the date of his departure would have hurt the government and the state.

"The people of South Australia elected me and they have a right to know when and why
I am stepping down," Mr Rann said.

"So I have therefore determined that in order to complete the job I have to do and
to best assist Jay and the government in the leadership transition, I will step down from
the office of premier on October 20."

Mr Rann said he still wanted to finalise negotiations with BHP Billiton over the future
expansion of the Olympic Dam copper and uranium mine in the state's north, which is set
to become the world's biggest mine.

He will bring Mr Weatherill into those negotiations after applying what he said was
a "ticking clock" to a sign-off on the contract details.

The quietly-spoken Mr Weatherill stood alongside Mr Rann on Monday as the premier outlined
his exit plan.

A member of Labor's left, he is considered the party's best chance of retaining office
in 2014 after a recent slide in support for the government and an equally dramatic slump
in Mr Rann's approval rating.

Ahead of his investiture as the state's 45th premier, Mr Weatherill said it would be
a privilege to take over from Mr Rann after serving under him as a minister for nine and
a half years.

"I've enjoyed every moment of that," he said.

"I look forward to the insights, the extraordinary insights, he no doubt has about this state."

But SA deputy opposition leader Mitch Williams said Mr Rann's 10-week delay before
stepping down was farcical and ego-serving.

"Today we've seen the farcical end of Mike Rann's premiership," he said.

"Worse still, we've seen this state put on hold for 10 weeks because of Mike Rann's ego."

The Greens were also concerned BHP Billiton would now have the upper hand in contract
negotiations over Olympic Dam with Mr Rann facing a self-imposed deadline.

"All BHP Billiton has to do is hold out and watch the clock ticking down, knowing the
premier needs their signature on the deal before October 20," Greens MP Mark Parnell said.

Mr Rann said Mr Weatherill was "absolutely capable" of taking over immediately.

But he said concluding the negotiations over the Olympic Dam was absolutely vital to the state.

"What I'm doing is putting the state's interests first," Mr Rann said.

"I'm putting my state before my party, but in doing so I'm serving my party best."

The premier said he had not given any thought as to whether he would continue in parliament
after stepping down.

Born in England but largely raised and educated in New Zealand, he has headed Labor
in SA since the 1993 election when the party was reduced to just 10 seats.

He led it to power in 2002 in a minority government.

His scheduled departure means he will have served longer as premier than the nine and
a half years of his mentor Don Dunstan.

But he'll fall short of the record set by John Bannon, who will remain SA's longest-serving
Labor premier with a tenure just short of 10 years.

Opposition Leader KIM BEAZLEY has refused to criticise a decision to dump singer JOHN
FARNHAM'S proposed performance at Gallipoli.

FARNHAM was approached last year to sing at the 90th anniversary Anzac service at Gallipoli
in Turkey in April.

But the plan was vetoed by New Zealand Prime Minister HELEN CLARK, who says it is totally
inappropriate to have loud entertainment at a place that was a killing field.

Ms CLARK says Prime Minister JOHN HOWARD also expressed reservations about the concert
at the APEC meeting in November.

Mr BEAZLEY says Gallipoli is a place of reverence for him but has refused to criticise
those who may see it differently.

RSL national president BILL CREWS has said the veterans' group was happy with the idea
of FARNHAM performing.

CANBERRA, April 12 AAP - Prime Minister Julia Gillard says she's committed to delivering
gambling reform this term, as the clubs industry ramps up its attack against the changes.

Clubs and pubs have launched an advertising blitz to fight a proposal that would force
pokies players to sign up for registration cards on which they then set loss limits.

Labor has promised to introduce the mandatory pre-commitment scheme by 2014 as part
of an agreement with Tasmanian independent MP Andrew Wilkie to support it in minority
government.

Mr Wilkie has threatened to withdraw his parliamentary support for the federal government
if parliament has not passed legislation backing the scheme by the time of the federal
budget in May 2012.

The opposition says that while tackling problem gambling is essential, the scheme would
threaten the future of clubs which play a vital role in their communities.

Ms Gillard said problem gambling caused "human misery" and no one should profit from this.

"I come from a part of Melbourne where we know what it's like to see people who put
so much money into poker machines that they break the family budget, they can't feed the
kids, they end up with their houses being repossessed by the bank," the prime minister
told reporters in Canberra.

"People like to have a bet but I don't think they like to see their fellow Australians
suffer, so it's the right thing to have an appropriate package to tackle problem gambling."

Ms Gillard said she intended to honour her agreement with Mr Wilkie.

A man has been charged with weapons offences following a fight in a Queensland carpark.

Police said a 69-year-old Dalby man was approached by a group of men with whom he'd
had an early argument at the carpark at Murphy's Creek in Toowoomba last night.

He was allegedly knocked to the ground and punched and kicked in the back.

It's alleged a rifle was fired during the incident .. although no one was injured.

A 69-year-old man has been charged weapons offences and will face Toowoomba Magistrates
Court on January 18.

CANBERRA, Aug 14 AAP - The federal opposition wants to cut funding for a program to
capture carbon emissions from coal, warning the coal industry shouldn't get such a "free
ride" from government.

Opposition Leader Tony Abbott has announced he'll strip almost $400 million of government
funding from the Carbon Capture and Storage (CCS) program, intended to pave the way for
greener coal-fired power stations.

CCS technology is being developed to capture carbon emissions from power stations and
bury them deep underground.

Some see it as the saviour of the coal industry, but there are increasing concerns
that the technology will be too expensive and will not work.

The opposition would redirect the CCS funding to other carbon storage projects, including
storage underground, in the soil and in biochar - charcoal buried in soil.

Opposition infrastructure spokesman Ian MacFarlane said the coal industry should pay
more to clean up its act.

"At the moment there is too much reliance, almost too much of a free ride, by the coal
industry on the government," he told reporters in Perth.

"The mining companies, the coal companies, have to invest more of their own money in
this technology."

Mr MacFarlane said CCS "hasn't advanced at the speed anyone expected".

"We have to look at other technologies," he said.

Labor's $1.9 billion, long-term CCS program aims to build between two and four commercial-scale
CCS power stations by 2020.

Four projects have been shortlisted: Wandoan and ZeroGen in Queensland, Collie South
West Hub in Western Australia and CarbonNet in Victoria.

It's not clear how much funding, if any, would flow if the Liberals won the election.

The opposition announced earlier it would also slash funding for an Australian-based
global institute to promote and develop CCS.

That measure is separate from the funding cut announced on Saturday.

Fed: NUS turns its attention to uni classrooms with new survey

CANBERRA, April 6 AAP - The National Union of Students (NUS) has turned its attention
from university students' financial woes to difficulties in the classroom.

NUS president Carla Drakeford on Tuesday invited tertiary students to complete the
group's nationwide survey into teaching quality at Australian universities.

Students will be asked about classroom sizes, how good their campus facilities are,
the availability of teachers and course resources.

The survey follows the federal government's recent announcement that its My School
concept would be applied to tertiary institutions, allowing students to easily compare
their services and results.

The website is scheduled to be launched by January 2012.

Having spent the last few months fighting for improved welfare benefits for students,
Ms Drakeford said it was also important to throw the spotlight on universities classroom
credentials.

"We are seeing a renewed emphasis on measuring the student experience at universities," she said.

"NUS believes in the importance of having a student voice in these dialogues."

Ms Drakeford said the survey would highlight how students felt about their tertiary
experience, and hopefully lead to a greater investment in teaching and learning.

The NUS poll can be taken online until May 30, with a final report on its results due
to be handed down in August.

Deputy Prime Minister JULIA GILLARD has promised the government will help affected
families to find alternative childcare spots .. just as it did when 55 ABC centres closed
before Christmas.

The ABC Learning group collapsed last year owing more than one and a half billion dollars.



Qantas Joyce (CANBERRA)

Qantas chief executive ALAN JOYCE says the airline's safety won't be jeopardised ..

despite plans to slash up to one thousand 750 jobs.

Australia's national carrier announced plans for another round of job cuts yesterday
.. on top of 15-hundred last year.

The recent massive decline in international travel has seen Qantas slump into the red
for just the second time in 15 years.

Mr JOYCE says the airline continues to spend 1.5 billion dollars a year on maintenance
and is constantly investing in new facilities .. including hangars and aircraft.

The assurances come after a string of incidents in the past 12 months .. including
an exploding oxygen tank which blew a hole in the fuselage on an international flight.



Fiji (WELLINGTON)

Fiji's military leader FRANK BAINIMARAMA remains defiant .. saying he's not going to
be forced into holding elections.

He's told Radio New Zealand he's imposed emergency restrictions so reforms essential
for his country's return to democracy can be made.

Commodore BAINIMARAMA has suggested the Appeal Court judges who ruled his interim government
was illegal had made up their minds before hearing the case .. and he appears unconcerned
about the prospect of Fiji being suspended from the Commonwealth and the Pacific Island
Forum.

He's justified tough restrictions on the media .. saying freedom of speech "causes
trouble" .. and must be curbed to allow his military government to do its work.



Wind (MELBOURNE)

A Victorian man's in hospital with suspected spinal injuries .. after a tree fell on
his car on the Mornington Peninsula during wild weather in the state's south-east.

And a Melbourne woman's escaped unhurt after a tree fell on her Belgrave house .. shattering
windows and damaging the roof.

The SES says it's received hundreds of calls .. mostly about fallen trees and downed power lines.



Floods Qld (BRISBANE)

A police officer has swum into floodwaters to rescue a woman stranded on top of her
car south of Gympie on Queensland's Sunshine Coast.

Police say the water on East Deep Creek Road at Monkland was deeper than the woman
thought .. and as her car filled up .. she scrambled onto its roof.

Police got the call about 4.30 this morning .. and an officer pulled her to safety.

Meanwhile it's hoped floodwaters will have subsided enough for divers to join the search
for a 12-year old girl feared drowned after she was swept off a Caboolture weir on Monday.



Storm (SYDNEY)

And in Sydney .. residents are mopping up homes after a short but severe thunderstorm
last night that caused flash flooding .. fallen trees .. and flight delays at Sydney Airport.

The SES and fire crews responded to dozens of calls for help from people whose homes
either flooded or had been hit by trees.

Hailstones measuring two centimetres battered the Bankstown area .. where 25 millimetres
of rain fell in just 17 minutes .. and wind gusts reached more than 75 kilometres an hour.



Johnson (BRISBANE)

A 15-year-old Brisbane boy with Asperger's syndrome has been found 950 kilometres away
in Sydney .. two weeks after he set off on his bike down the Pacific Highway.

ETHAN JOHNSON slept at truck stops .. under bridges and ate at fast food restaurants
during his six-day .. dawn-to-dusk ride to Sydney.

His mother TAMMY JOHNSON says the family put a little bit of money in his bank account
each day so he could continue to eat .. but not enough so that he could get further away.

She says ETHAN decided to make the trek because he didn't get to see enough of the
city during a school excursion when he was 12.

Now he says it's good to be back home and he won't do it again.

Vic: Share trader in court for alleged insider trading

MELBOURNE, April 10 AAP - A share trader appeared in a Melbourne court today charged
with insider trading relating to a West Australian mining company.

Peter Woodland, 45, of Frankston, in Melbourne's south-east, is charged with 17 counts
of insider trading, and is facing a committal hearing at the Melbourne Magistrates' Court.

He is contesting the charges.

The Australian Securities and Investments Commission (ASIC) alleges Woodland traded
securities in Kanowna Consolidated Gold Mines, now known as Andean Resources Ltd, on five
occasions between November 28 and December 5, 2003.

ASIC alleges he had insider knowledge of the company's acquisition of the Cerro Negro
gold mining project in Argentina before it was made public on December 10, 2003.

After the acquisition was announced to the Australian Stock Exchange, the company's
shares closed at 9.1 cents, up 2.5 cents from when it requested a trading halt on December
8, due to concerns information had been leaked about the deal.

ASIC also alleges Woodland passed his inside knowledge onto people he met through the
internet-based financial services chat site, Hotcopper.

Magistrate Peter Mealy adjourned the hearing until tomorrow.

MELBOURNE, Feb 12 AAP - Federal parliament must not give itself overrule powers on
RU486 if it votes to hand control of the abortion drug to an independent medical body,
the Australian Democrats say.

Democrats leader Lyn Allison is one of four cross-party women sponsors of a bill passed
by the Senate last week to effectively remove control of RU486 from the health minister
and give it to the Therapeutic Goods Administration (TGA).

The lower house vote is tipped this week to support the bill, but speculation is mounting
that it could be amended to give the parliament the ability to overrule the TGA's final
recommendation.

Senator Allison said such an amendment to her upper house bill would force the Australian
community to have the abortion debate "over and over and over".

"We cleared that up about 30 years ago," Senator Allison told reporters in Melbourne
today, adding that abortion is both legal and controlled.

"I think it's a problem if the prime minister is imagining that the best way forward
is to give the parliament the final say having allowed the TGA to approve, or at least
assess the safety of, RU486.

"At the end of the day what will the parliament determine? It's going to second-guess
the TGA on safety?

"I think we're going to have the abortion debate over and over and over.

"Every time a new abortive agent comes on the market it will have to come back to the
parliament and what will the debate be about? It's going to be about abortion."

Senator Allison said the vote in the upper house had sparked a wave of lobbying, letter
writing and an advertising blitz by anti-abortion campaigners last week and she expected
this to intensify.

"I'm fairly confident that it will still win but, yes, the next week is going to see
some pretty hectic lobbying on the part of those groups," she said.

She said opponents of the bill had launched a scare campaign, adding: "It's more dangerous
to take viagra, it is much more dangerous to even take aspirin than it is to use RU486."

She also urged lower house MPs to consult widely before deciding which way to cast
their conscience vote.

"Ask your wives and ask your daughters, not just the local priest or local men's group,"

Senator Allison said.

"Find out what women in your electorate would like you to do about this vote."

NSW: Brogden's disgrace extends beyond political conduct

SYDNEY, Aug 31 AAP - John Brogden would have been living through the darkest days of
his political life following his resignation as NSW Opposition leader, former Victorian
Jeff Kennett said.

His career is in tatters, yet Mr Brogden's disgrace extended beyond just his political
conduct, and this fact may explain his actions tonight.

It had appeared Mr Brogden resigned mainly because of the revelation of his alcohol-fuelled
reference to former premier Bob Carr's wife Helena as a "mail-order bride".

The comment, made at an Australian Hotels Association function on July 29, was widely
condemned as inappropriate and tasteless.

Yet the allegations also extended to his sexual harassment of two women journalists,
one of whose bottom he pinched and the other who he is said to have propositioned.

His behaviour towards the journalists provoked further news coverage of his personal
conduct while NSW Liberal leader - allegations that would have tested his relationship
with his wife Lucy.

Following his resignation, Mr Brogden admitted Lucy Brogden was his "biggest critic
and my biggest fan".

Referring to his remark about Malaysian-born Helena Carr, he added: "What galls me
the most is if someone had said this about Lucy, I'd be furious, so what can I say to
my wife when I say this of another politician's wife, who I barely know by the way?"

It was clear that whatever damage his actions may have caused to his political life,
the harm caused to his marriage threatened to be more substantial.

Asked after his resignation on Monday if his wife had forgiven him, Mr Brogden replied:
"Ah ... yeah ... of course, yeah, I mean you know ... yeah.

"We didn't sleep much last night. But no, I didn't sleep on the couch."

At his resignation announcement, Lucy Brogden was nowhere to be seen.

Just 36, Mr Brogden is a career politician who ascended to his party's leadership at
the age of just 33.

"I've always known what I wanted to do," he once said of politics.

The ill-fated night which sealed his political fate came just two days after Bob Carr
retired as premier, handing Mr Brogden a great new opportunity of claiming power at the
2007 election and fulfilling his political ambition.

With that chance gone, and his personal life in turmoil, Mr Brogden would have felt
the most important things in his life were collapsing around him.

"I don't know what he's going through today. I imagine it would be the darkest day
of his political life, deservedly so," Mr Kennett said.

Mr Kennett lamented the increased exposure that all politicians had to face .

"I do think we are becoming a society that is so politically correct that we are losing
our character and our politicians, in one sense, are becoming exceedingly boring because
they're not allowed to have personalities," he said.

Mr Kennett admitted he had drunk too much at public functions while he was in office
and said that in general, a sincere apology should suffice for some mistakes.

"In one sense, when we make mistakes, even serious mistakes, we should be able to apologise
and we should be able to move on. You should be able to do that in this sort of society."

Zimbabwe President Robert Mugabe has threatened to arrest opposition leaders over mounting violence ahead of this month's run-off, as he faces the most serious challenge to his 28-year rule. "Sooner rather than later we are going to accuse the MDC and the party leadership of being liable and responsible for those crimes of violence," he said, a reference to the opposition Movement for Democratic Change. Mugabe, addressing a rally[R] south of Harare, added: "We are telling them we will arrest you in broad daylight."

Of the violence, he said: "There is now a pattern across the country that has to stop." The MDC immediately dismissed Mugabe's threats. "He knows very well we have nothing to do with the violence," said MDC spokesman Nelson Chamisa. "He is the one who has gone about threatening to go back to war if he loses. So while he is accusing us of violence, he is responsible."

The claims marked a further escalation in rhetoric ahead of the presidential run-off vote, with Mugabe warning over the weekend that he was ready to fight to prevent the opposition from coming to power. While Mugabe blames the opposition for the upsurge in violence, the UN has said the president's supporters are responsible for the bulk of it.

The opposition has said that the violence has so far claimed the lives of more than 60 of their supporters since the first round of the presidential election in March. MDC leader Morgan Tsvangirai, who faces Mugabe in the run-off, has claimed Zimbabwe is now run by what is essentially a "military junta" that has unleashed a campaign of violence and intimidation throughout the country.

Police have detained Tsvangirai five times over the past couple of weeks and two MDC campaign buses have been seized, though one has since been returned.
